Shantelle Oliver, CPE is a nationally recognized leader, speaker, and mentor with over 25 years of experience in public safety communications. Her career has been dedicated to developing people, strengthening organizations, and building resilient, inclusive teams in 9-1-1 centers. She has led initiatives focused on leadership development, quality assurance, and performance improvement—championing a culture of growth and accountability.

She is a Certified Public-Safety Executive (CPE) and an Immediate Past President of Texas APCO. Shantelle currently serves APCO International as a Group Leader. Her continued service reflects her deep commitment to uplifting the profession and advocating for the people behind the headset.
